Senate GOP Embrace Trump's Proposal to Overhaul Affordable Care Act

American senators are working through the weekend for the first time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to resolve the standoff appeared to diminish as GOP senators floated a plan toxic to Democrats: eliminating the ACA, called Obamacare.

Deepening Impact of Government Shutdown

The impact on US citizens from the lengthiest shutdown of the US government in history deepened on Saturday, as government employees went unpaid, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Plan from Golf Course

As Saturday's session got started, GOP senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Endorsement

Several Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare proposed in 2017.

"We're going to replace this broken system with something that is truly better for the patient," one senator said.

Another senator praised Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's proposal. "We must stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Reaction

Opposition lawmakers shared alarmed reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker reacted to the censure of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? In that case I applaud your support for Medicare for All."

Ongoing Negotiations

The Senate adjourned without reaching a resolution, but Senate Republican leaders have signaled an willingness to an developing proposal from a handful of centrist lawmakers to end the shutdown in return for a future vote on the Obamacare subsidies.

One Democratic senator, who is leading the talks among moderates, said that Democrats "require another way ahead" after Republicans rejected an proposal to reopen the government and continue the payments for a year.

Another leading Democratic senator continued in maintaining that Republicans should accept a 12-month continuation of the payments before discussing the future of the tax credits.

"Doing nothing is derelict because people will go bankrupt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress does nothing."

Partisan Dynamics

Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same insurance companies, or that Republican legislators need the backing of eight Democrats to reopen the government, and the concept of repealing and replacing Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Some observers indicated that the essence of such a plan would remove the ACA's mandate that insurance companies cover patients with pre-existing conditions.

After his golf outing, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a iteration of the proposal that was unsuccessful to secure enough support in 2017.
