The United Kingdom and the United States have agreed to a major commercial pact that will maintain zero duties on UK medicine exports being sold in the US market.

The Terms of the Pact

In exchange for the tariff guarantee, the UK has pledged to boost funding on pharmaceuticals through the public health system. This pledge guarantees that tariffs on these key goods will remain at nothing for a timeframe of three years.

This agreement follows previous threats to dramatically increase tariffs on branded pharmaceutical products, with potential rates discussed reaching one hundred percent.

"This deal between the United Kingdom strengthens the international landscape for new treatments and introduces long-overdue balance to American-British drug exports," a release declared.

Commercial Significance

Drugs constitute one of the the United Kingdom's largest export categories to the US, which is by far the primary buyer for leading companies like GSK and AstraZeneca.

Trade data reveal that in the year prior to last September, the UK shipped pharmaceutical products totaling £11.1bn to the US. This figure accounted for 17.4% of total UK exports in that timeframe.

"This deal safeguards work, increases funding and facilitates the UK to emerge as a international leader for life sciences," the Business and Trade Secretary remarked.

Key British Pledges

The deal includes several specific changes from the United Kingdom:

  • Revised Affordability Limit: The UK will increase the cost ceiling at which it considers new therapies to be too expensive by 25%.
  • Boosted Medicine Funding: There is a target to increase total public funding on drugs from 0.3 percent of the national economy to 0.6 percent over the following ten-year period.
  • Rebate Cap: The percentage drug companies must pay back to the NHS to control costs will be capped at fifteen percent. In the past, repayments topped 20%.

Industry Background

This agreement comes amid a long-running tension between the drug companies and the ministers over medicine costs and regulatory access.

This friction were intensified by arguments that American customers were charged several times more for the equivalent treatments than people in the other developed nations.

Recently, several large pharmaceutical investments in the UK have been paused or cancelled, while major expansions have been directed toward US facilities.

The Science Minister acknowledged that the NHS needed to increase expenditure on treatments, noting that its budget allocation on drugs had shrunk as a proportion of its total funding over the previous ten-year period.
